Minnesota's staggering estimated budget surplus remained largely unchanged at $17.5 billion, with Monday's financial forecast setting up DFL state leaders to continue their push for significant new spending in the next budget. Higher-than-anticipated tax dollars and unspent cash from years past boosted revenue projections. The latest figure would have eclipsed the previous record-breaking $17.6 billion surplus prediction from a few months ago. But for the first time in two decades the forecast...
The Minnesota Gambling Control Board improperly allowed an "open-all" feature on electronic pulltabs, the state Court of Appeals ruled Monday, siding with the state's American Indian tribes. The Shakopee Mdewakanton Sioux Community brought the matter to the appeals court after initially challenging the open-all function in 2019, arguing it mimics slot machines, which the state's tribes are allowed to operate exclusively. With that function, a user hits one button, cascading rows open to...
Rising labor costs dampened earnings across Mayo Clinic's health system in 2022 as Minnesota's largest employer confronted staffing problems being felt across the industry. The Rochester-based nonprofit reported Monday an operating income of $595 million last year - a 50% drop from 2021 when it reported a record $1.2 billion in operating income. Contract labor costs for supplementary staff, like traveling nurses, rose significantly while the health system also saw inflation in nonlabor costs....
ROCHESTER – To hear Kent Pekel tell it, it was his dog Kobe who made the call to cancel school on Thursday. That's the video message Pekel, Rochester Public Schools superintendent, sent out Wednesday as the second wave of last week's snowstorm hit the area. Last Tuesday, he shared a Shakespearean plea from a Century High School student, who requested Pekel "calleth school off during the present day" because "the weather is frail tomorrow." Pekel responded on social media he would, in fact, c...

Last week, members of the Little Earth Defenders and the American Indian Movement began a ceremonial occupation of the Roof Depot site in East Phillips, where Minneapolis wants to build a new Public Works building ("Move ahead with Roof Depot project," editorial, Feb. 25). I was there at dawn, with my daughter and granddaughter. And I was there that night, when police surrounded us to evict our peaceful camp and try to silence the voices of Indigenous people ("Activists ousted from city site," Feb. 22). I'm not a protester, and I've never done...
Police have identified the two men shot to death Saturday night following a memorial service in St. Paul's Frogtown neighborhood. GENEVA - Russia's full-scale invasion of Ukraine has triggered ''the most massive violations of human rights'' in the world today, the head of the United Nations said Monday, as the war pushed into its second year with no end in sight and tens of thousands dead. The Russian invasion ''has unleashed widespread death, destruction and displacement,'' U.N. Secretary-General António Guterres said in a speech to the U.N.-backed Human Rights Council in Geneva. After failing to capture Kyiv in the...
GOMA, Congo - Two experts appointed by the World Health Organization to investigate allegations that some of its staffers sexually abused women during an Ebola outbreak in Congo dismissed the U.N. agency's own efforts to excuse its handling of such misconduct as ''an absurdity'' on Monday, saying they were not satisfied that no senior officials have been fired. Some of the victimized women say - nearly four years later - they are still waiting for the WHO to terminate those responsible or be...
LITTLE ROCK, Ark. - It was pharmacist Gwendolyn Herzig's first time testifying before a legislative committee when she spoke to several Arkansas lawmakers in a packed hearing room this month about a bill restricting gender-affirming care for minors. Herzig, who is transgender, spoke out against the legislation and told the panel that one of the biggest obstacles trans people face is a lack of empathy. Only a few minutes later, a Republican lawmaker asked her an inappropriate question about her...
Gov. Michelle Lujan Grisham’s appointment of a former San Ildefonso Pueblo governor to lead the state’s Indian Affairs Department could be in peril as members of the state’s Missing and Murdered Indigenous Women and Relatives Task Force, and a Navajo state senator, say they will fight his nomination. The appointment of James R. Mountain to head an agency tasked with addressing violence against Native American women despite a rape charge against him 15 years ago, later dismissed, provoked outrage and sometimes tearful reactions from membe...
