    Federal charges have been filed against a 47-year-old Red Lake man accused of assaulting another man with an axe handle. Joseph William Howard Jr. faces charges of assault with a deadly weapon and assault resulting in serious bodily injury, according to a news release issued by the U.S. Attorney’s Office in Minneapolis.     ST. PAUL, Minn. (AP) — The Minnesota Senate has sent Gov. Mark Dayton a bill to close a loophole in state sex offender law in response to the upcoming release of a convicted child molester into a halfway house. Current state law requires community notification when a sex offender moves into a community, but not if that person moves into a halfway house.     The U.S. Postal Service announced Thursday that it has formally decided to close five mail sorting facilities in Minnesota, including those in Duluth and Bemidji.     MINNEAPOLIS (AP) — The head of a study that shows Minnesota's moose population continues to drop says the state probably won't have moose much longer.
