Gas prices hit a six-year low on Monday, with Minnesota drivers paying an average of $1.74 a gallon and some as little as $1.54. The price of gas might bump up in late February and early March, when refineries switch to making summer-grade fuel, but analysts are predicting that gas prices for 2016 will be lower than last year, when the average prices were the lowest in a decade. That extra change in the pocket will mean more road vacations this summer for some people, while others might be looking to buy bigger or sportier cars, according to...
The state’s bike lobby plans to push at the Legislature for lower speed limits on city streets. A limit of 25 miles per hour has long been a goal for Minneapolis, St. Paul and other communities. Supporters argue a lower limit would reduce the crash danger for pedestrians and cyclists and get more people out exercising. The present urban limit of 30 mph was cited by the League of American Bicyclists as an area needing improvement when Minneapolis recently tried unsuccessfully to upgrade its status as a bike-friendly community from gold to p...
After decades running their own juvenile facilities, Hennepin and Ramsey counties are taking the unusual step of teaming up to plan a joint residential treatment center for teenage criminal offenders. Officials say that the new facility, which won’t open at least until 2019, will save both counties money, upgrade the aging facilities that now exist and allow the counties to expand services. “It shouldn’t matter if you’re a young person living east or west of the Mississippi River … you should have access to the same continuum of services,...
The winter's late ice fishing season turned tragic Sunday when one angler died and another was hospitalized after carbon monoxide poisoned them in a fish house on Leech Lake in northern Minnesota. Propane heaters in the fish house, converted from a camper trailer, were not ventilated, leading to a buildup of the gas, Cass County Sheriff Tom Burch said by phone Monday. He urged anglers to "make sure your places are ventilated" and watch for symptoms of carbon monoxide poisoning, which can mirror the flu. "If you're feeling sick — upset s...
OKLAHOMA CITY — In Oklahoma, now the country's earthquake capital, people are talking nervously about the big one as man-made quakes get stronger, more frequent and closer to major population centers. Next door in Kansas, they're feeling on firmer ground though no one is ready yet to declare victory. A year ago, the states had a common problem — earthquakes caused by the disposal of wastewater from oil and gas exploration. They chose different solutions. Kansas, following early scientific studies, decided to restrict how much and how fast the...

PINE RIDGE | When Martin Pilcher was a boy growing up in the New Crazy Horse community a couple miles south of the reservation on the road to Whiteclay, Neb., he and his young friends would do their best to avoid Highway 407. Whether on horseback or on foot, the youngsters were leery of the roadway, and would reluctantly sneak across the tarmac only to reach the cool creek on the other side. http://rapidcityjournal.com/news/local/grocery-becomes-first-native-owned-business-in-whiteclay/article_355d0a3e-baa9-501d-aea8-3df71c1...
