    MILLE LACS RESERVATION—In her 2019 State of the Band Address Tuesday, Mille Lacs Band Chief Executive Melanie Benjamin spoke of headway being made in the war against opioid and substance abuse, an epidemic that has had a stranglehold on the Band community since Mille Lacs County revoked the Joint Powers Agreement with the Band in July of 2016.     BILLINGS – It was a monumental day in Washington, D.C. for a Montana man as the U.S. Supreme Court heard oral arguments on tribal treaty law.
