    The Beltrami County Board met Tuesday night to discuss and take action on a small agenda.     The groundbreaking ceremony for the Conifer Estates low-income housing development took place Thursday morning and construction is now underway. “The roads are under construction right now,” said Community Development Director Tim Flathers.
