Seneca cigarette tax dispute causes businessman to build possible new Thruway exit in Western NY

If you drive on the New York Thruway often, you might notice some construction on the side of the road about six miles south of the Angola Travel Plaza.

A crew is working to build an off-ramp nowhere near an exit. It does not include an overpass and connects only to one side of the highway.
