RED LAKE BAND OF CHIPPEWA INDIANS

SUMMARY:

Responsible for overseeing all Tiwahe activities within the Court; planning, development, implementation, continuation, monitoring, and improvement of the Tiwahe Project in support of the Red Lake Band of Chippewa Indians organizational mission and goals. Reports to the Executive Administrator, full-time position w/benefits, salary; DOQ.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Responsible for coordinating and working with the BIA National Tiwahe Coordinator, and the BIA Office of Justice Services Associate Director of Tribal Justice

• Responsible for providing technical assistance, advice, and training to Tiwahe Court staff including Guardians Ad Litem, Child Case Presenter, and Family Defender

• Assists with policy, code and protocol development; and assists with evaluation of efforts to improve outcomes and/or strategies for more effectively serving tribal children, youth, and families of the community

• Coordinates project goals and objectives with other key tribal service programs; Social Services, Law Enforcement, Chemical Health, Job Placement/Training Program and other Tribal programs.

• Serves as a liaison between the Tribe and the BIA Office of Indian Services, BIA Office of Justice Services, and U.S. Department of Justice

• Provide oversight and monitoring; includes managing the project budget; managing project resource allocation; plan and schedule project timelines; and track project deliverables in accordance

• Assists with development of Tiwahe performance measures, and compiling performance data and reporting on performance to the Tribe and federal partners

• Assists with development and implementation of the Juvenile Healing to Wellness Court and the Family Drug Court, and coordinates and works with the alternative court staff to help ensure success

• Participate in RLB Tiwahe meetings, conference calls with BIA National Tiwahe Coordinator, BIA Regional Social Worker, and the BIA Office of Justice Services Associate Director of Tribal Justice

• Manage program evaluations and assessments, focusing on identifying and disseminating best practices and performance measurement outcomes.

• Meets with management, key stakeholders, and tribal officials/staff to discuss issues relating to Tribal programs for children, the elderly, and families in relation to the Tiwahe Project Plan

• Monitors and/or assesses execution of applicable programs with responsibility in making recommendations on all phases of Tiwahe Project Plan. Identifies areas of improvement and strength and provides guidance on the attainment of such recommendations

• Other duties as assigned

EDUCATION AND/OR EXPERIENCE:

• Must possess a Juris Doctor from an institution accredited by the American Bar Association

• Two (2) year experience documented work experience, preferably in a tribal court setting

• Experience in the Red Lake Tribal Code, Indian Civil Rights Act, Indian Child Welfare Act, and other federal statutes and regulations that affect tribal funding and Court operations

• Experience or familiarity with alternative courts such family drug courts

• Excellent public speaking and presentation skills

• Proficient in Microsoft Office programs, etc.

• Ability to organize/maintain detailed records; complete necessary paperwork and meet deadlines

• Strong writing and oral communication skills

• Knowledge of budget preparation, control, and management

• Valid Minnesota driver's license and auto insurance

• Employment contingent upon successfully passing Pre-Employment Drug/Alcohol Test
