South St. Paul woman accused of tying up children, abusing them

As a way to “punish” her 13-year-old nephew, a South St. Paul woman allegedly struck the boy in the face repeatedly one day early last year.

She also regularly withheld food from the boy and his brother by locking them in a bedroom or tying them to a pole in the basement, according to Dakota County prosecutors.
