This hazardous weather outlook is for portions of eastern North

Dakota, west central and northwest Minnesota.

.DAY ONE...This Afternoon and Tonight

Heavy snow of 5 to 8 inches expected across the Devils Lake Basin

into the northern Red River Valley. Elsewhere, 2 to 5 inches of

snow are expected. Strong north winds will cause blowing snow and

significant visibility restrictions. Near blizzard conditions are

expected in open country most areas. Open country blizzard

conditions will occur within the central and northern Red River

Valley where winds and snow amounts are highest.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday

Snow and blowing snow will continue into Thursday morning before

tapering off. Wind chills will be in the -25 to -35 range Thursday

morning.

Arctic air will bring dangerous wind chills Thursday night through

next Monday night.

* WHAT...Blizzard conditions occurring. Near zero visibility

expected in open country within the Red River Valley. Total snow

accumulations of 5 to 8 inches are expected. Travel will be very

dangerous to impossible.

* WHERE...Portions of northwest Minnesota and northeast and

southeast North Dakota.

* WHEN...Until 9 AM CST Thursday.

* ADDITIONAL DETAILS...Winds gusting as high as 45 mph will

cause whiteout conditions in blowing snow. Significant

drifting of the snow is likely. Cold wind chills as low as 40

below zero will cause frostbite in as little as 30 minutes to

exposed skin.

MINNESOTA AND NORTHWEST WISCONSIN TONIGHT INTO THURSDAY...

.Snow will spread through the Northland from the northwest

tonight into Thursday, bringing widespread snowfall of 2 to 6

inches with some higher amounts in spots. A couple of narrow bands

of heavier snow are expected to develop, one over far northern

Minnesota tonight and the other over parts of northern Wisconsin

on Thursday. Some areas will get light freezing rain or freezing

drizzle tonight prior to the snow, possibly setting up a glaze of

ice on roads prior to adding snow to the roads. Temperatures will

plummet overnight into Thursday, and gusty northwest winds will

accompany the influx of cold air. Expect periods of low visibility

because of the wind accompanying the snow leading to blowing snow

in open areas. Travel conditions will be particularly difficult

Thursday morning during the height of this storm. The snow should

primarily dissipate by the middle of Thursday afternoon, but there

will be lingering lake effect snow downwind of Lake Superior into

northern Wisconsin into Thursday night.

...NARROW BAND OF HEAVY SNOW APPEARS LIKELY TO SET UP FROM ALBERT

LEA TOWARD LADYSMITH AND EAU CLAIRE LATE TONIGHT...

.Mixed wintry precipitation will push into western Minnesota this

evening with a second area developing later tonight further east

from south central Minnesota to northwest Wisconsin. Precipitation

will change over to all snow by Thursday morning. A narrow swath

of heavy snow with accumulations of 4 to 7 inches is expected to

fall along an axis from Albert Lea, up through Ladysmith and Eau

Claire. Outside of this area accumulations will be lower, with 1

to 3 inches expected.

Strong northwest winds will develop late tonight and continue

through Thursday. The strongest winds will be found from west

central to south central Minnesota where winds could gust to

40 mph. This will result in areas of blowing snow with some brief

instances of whiteout conditions, especially across southeast

Minnesota.

Temperatures will plummet into the single digits and teens late

tonight which may cause a flash freeze on area roadways. Hazardous

travel conditions are expected, especially Thursday morning and

afternoon.

The Winter Storm Watch has been upgraded to a Winter Storm Warning

along an east of a line from Albert Lea to Red Wing and up

through Barron County, WI. A Winter Weather Advisory remains in

effect for areas west of this line, encompassing Polk and St.

Croix counties in Wisconsin and most of southern Minnesota.
