A San Jose school district is preparing to mothball up to a third of its elementary schools, making it among the hardest hit among Bay Area urban districts that are consolidating as they grapple with slowing revenue growth, soaring personnel costs and shrinking enrollments.

Oak Grove School District’s consolidation is spawning a desperate competition as a committee prepares next month to recommend which of its 15 elementary campuses to close.
