PROGRAM MANAGER
(MARS Medication Assisted Recovery Services)
CHEMICAL HEALTH PROGRAM

PRIMARY FUNCTION
Responsible for the administration/operation of the clinic in terms of planning, evaluating, budgeting, organizing, and program delivery in accordance with tribal licensing standards; ensure patient care is delivered with exceptional quality and in accordance with Red Lake Nation philosophy. Reports to Executive Director, full-time position with benefits, salary; DOQ.
ESSENTIAL RESPONSIBILITIES AND DUTIES
• Ensure the clinic is operational during expected business hours, including Saturdays, in accordance with the MARS tribal licensing standards; ensure clinic is organized and operated efficiently to guarantee reliable high-quality patient care;
• Plan, develop, and implement the MARS program in accordance with clinic policies & procedures; develop, implement and monitor a program improvement/evaluation plan;
• Facilitate clinic staff meetings; ensure employees understand their roles; assure that patient confidentiality is understood and held to the highest standard; provide regular supervision with staff to ensure employees are held accountable and feel supported; assist employees to reach their career goals by supporting professional development opportunities;
• Collaborate with community members and staff to develop marketing/recruitment strategies to connect individuals with the program; promote and educate Red Lake tribal employees/community members regarding the benefits of the MAR; participate in educational presentations for community and professional groups (i.e., schools, conferences and other agencies);
• Perform administrative requirements such as writing correspondence, memorandums, and completing necessary paperwork; write grant applications, compose progress reports, and submit program updates to executive leadership; develop financial statements and monitor program budgets to ensure fiscal viability;
• Monitor state and federal billing guidelines/compliance standards to ensure timely and reliable 3rd party reimbursement; serve as a liaison between clinical, administrative and financial staff to ensure cohesiveness for timely claim submissions and payments;
• Adhere to professional standards, ethics and boundaries;
• Willingness to work weekends, holidays and be on-call 24/7;
• Abide by the strictest confidentiality;
• Other duties as assigned
EDUCATION/WORK EXPERIENCE/QUALIFICATIONS
• GED/High School Diploma
• Bachelor's Degree or four (4) years of equivalent experience in public health/human services/chemical dependency or another health-related field
• Two (2) years of supervisory experience
• Ability to work cohesively/collaboratively with clinic personnel, peers, executive management, tribal administration and local agencies
• Must have a MN valid driver's license and automobile insurance
• Knowledge of the traditions and customs of Native American culture/practices
• Skilled in problem solving, developing creative solutions and making independent decisions
• Ability to work well in a stressful and chaotic environment
• Employment contingent upon successfully passing Pre-Employment Drug/Alcohol Test and Background Check
