THREE INDIVIDUALS SENTENCED FOR LARGE-SCALE HEROIN DISTRIBUTION CONSPIRACY

Largest heroin seizure in northern Minnesota

Acting United States Attorney Gregory G. Brooker announced the sentencing of RAYMOND K. WALKER, 30, the leader of a large-scale heroin distribution operation, and co-defendants LUIS MANUEL MARTINEZ, 30, and MIRANDA JO MORRISON, 26. The defendants, who were indicted on February 1, 2016, all pleaded guilty to one count of conspiracy to distribute heroin.

According to the defendants' guilty pleas and documents filed in court, WALKER, who was the leader, manager and organizer of the conspiracy, supplied large quantities of heroin throughout Bemidji and the Red Lake Indian Reservation. WALKER conspired with MORRISON and MARTINEZ to distribute heroin and collect thousands of dollars in illegal drug money on behalf of the conspiracy.

According to the defendants' guilty pleas and documents filed in court, between July 29, 2015 and August 20, 2015, WALKER, MORRISON and MARTINEZ conspired to distribute more than 256 grams of heroin throughout the Bemidji area. On August 20, 2015, following an $8,000 heroin transaction, law enforcement arrested MORRISON and seized $12,000 from her vehicle. Subsequent to the arrest, law enforcement learned that WALKER had given MORRISON a large quantity of heroin which she stored in her vehicle. On August 26, 2015, upon execution of a federal search warrant of MORRISON'S vehicle, officers recovered a total of 2.19 kilograms (4.38 pounds) of heroin and two digital scales.

This case is the result of an investigation conducted by the Paul Bunyan Drug Task Force, FBI Headwaters Safe Trails Task Force, Bureau of Indian Affairs, Red Lake Department of Public Safety, and Minnesota Bureau of Criminal Apprehension.

This case is being prosecuted by Assistant United States Attorneys Bradley M. Endicott and Deidre Y. Aanstad.
