SPECIAL ELECTION: Advancing to May: Lehmann and Plemel to compete in runoff for Bemidji Ward 4 seat

BEMIDJI—A race of seven for the Bemidji Ward 4 City Council seat narrowed to two Tuesday.

Because no candidate in Tuesday's special election earned more than 50 percent of the vote, city rules dictate a runoff election must take place between the top two finishers.
