Executive Director
CHEMICAL HEALTH PROGRAMS

PRIMARY FUNCTION:
Responsible for directing the public entity charged with planning, funding, monitoring and evaluating a system of care for mental illness and substance abuse treatment and prevention for all Chemical Health Programs. Reports to Executive Administrator, full-time position w/benefits, salary; DOQ.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
• Administers, directs and coordinates all administrative personnel for the Chemical Health Programs; Out-Patient Programs (Red Lake, Ponemah), Alcohol Rehabilitation Program, Northern Wind Treatment/Half-Way-House, Group Home, Pregnant Women/Children Program, Motor Pool, Indian & Free Drug Prevention/Treatment Program
• Responsible for the overall daily functions for all Chemical Health Programs; Out-Patient Programs (Red Lake, Ponemah), Alcohol Rehabilitation Program, Northern Wind Treatment/Half-Way-House, Group Home, Pregnant Women/Children Program, Motor Pool, Indian & Free Drug Prevention/Treatment Program
• Monitor all funder mandated restrictions to prevent conflicts of interest, the loss of current and/or future funding, denial of reimbursement for expended funds, or repayment of received grant funding
• Responsible for nurturing and expanding existing community and professional relationships as well as identify and develop new and emerging relationships to advance our Mission
• Responsible for the recruitment, retention, discipline, evaluation, and training of all clinical department staff members
• Ensures that clinical services are delivered according to policy and procedures
• Collaborates and communicates with other community, county and state agencies in order to promote positive public relations and meet program objectives
• Attends scheduled Tribal Council Meeting and presents program progress verbally
• Participates in educational presentations for community groups (i.e., schools, other agencies)
• Makes public speaking presentations to promote understanding of the Chemical Health Programs philosophy and goals
• Assumes responsibility for the completion of assignments made by the Tribal Council
• Adheres to state and federal policies to maintain and promote strict confidentiality
• Ensure that all services being provided are in compliance with HIPAA
• Perform qualitative chart audits as required to ensure compliance
• Ensure the monthly invoicing for CDMIS, DAANES and CPA forms are submitted in a timely manner
• Review and modify all Policy and Procedures on an annual basis and modify when required
• Other duties as assigned
EDUCATION/WORK EXPERIENCE/QUALIFICATIONS:
• Three (3) years of experience as a Clinical Director
• Five (5) years of experience with abuse, addiction, recovery, and/or treatment and sobriety
• Advanced knowledge of 12-step treatment model and its application in residential treatment
• Advanced assessment, treatment planning, discharge planning and documentation skills
• Knowledge of treatment and referral community
• Knowledge of dual diagnosis treatment practices
• Advanced knowledge of HIPAA
• Must have knowledge of CDMIS, DAANES and CPA forms
• Basic computer and internet skills: Microsoft Word, Excel, PowerPoint
• Ability to learn new technologies or data collection practices
• Strong written and verbal communication skills
• Must have a valid Minnesota Driver's license and personal auto insurance
• Employment contingent upon successfully passing Pre-Employment Drug/Alcohol Test and Background Check
