PRIMARY FUNCTION:

To be responsible for assisting in the overall administration of the Comprehensive Health Program, i.e., program planning, budgeting, organizing, developing human resources, evaluating, supervising and consultation in accordance with federal and tribal standards, guidelines and regulations, must be willing to keep an open door policy and build staff morale, must be willing to work eight (8) hours a day Monday to Friday, reports to Red Lake Band Executive Administrator, full-time with benefits, salary; DOQ.

ESSENTIAL RESPONSIBILITIES AND DUTIES:

• Responsible for planning, developing, organizing, implementing, evaluating and directing personnel activities. This includes developing and updating personnel policy manual, job descriptions, performance evaluations, etc.

• Responsible for assuring employees are reporting to work on time and work their entire shift

• Responsible for development and implementation of long and short term health and management related policies and plans

• Responsible for making program decisions and providing supervision to Red Lake Comprehensive Health employees

• Responsible for reviewing the Federal Register on a daily basis for health funds and prepares funding of proposals or grants in meeting the health needs of the Indian population on the Red Lake Indian Reservation

• Responsible for reviewing contracts and grants of Comprehensive Health Services ensuring that goals and objectives are measurable, the proposed health services are high priority need of the target population, budgets are accurate based on proposed funding allocations, the non-federal match is accurate and allowable, and state and federal requirements specified in contract and/or grant is agreeable with Red Lake Comprehensive Health's Policies and Procedures

• Responsible for reconciling the bank statements of Red Lake Comprehensive Health Services on a monthly basis

• Responsible for approving authorization of Dental Services to patients of referrals received from Indian Health Service Dental Clinic and maintaining a general ledger on the account balance

• Responsible for maintaining and updating program insurance policy records on buildings, equipment, vehicles, including leased vehicles of Comprehensive Health Services

• Responsible for reviewing and approving all purchase orders and billing

• Responsible for reviewing and approving mileage reimbursements for employees

• Responsible for signing of checks in the absence of the Tribal Health Director

• Responsible for reviewing job applications, checking references of prospective employees, and evaluating and classifying employees by the various Federal Salary Schedules according to their work experience and educational background in determining a salary

• Responsible for the recruitment of personnel, i.e., writing of position announcements and advertising in local and statewide newspapers as well as posting in the community

• Responsible for setting up interviews with potential candidates and assists in the interviewing process

• Responsible for the orientation of new personnel to the health program explaining personnel policies and procedures, payroll procedures, and grievance procedures as established in our policies and procedures manual; as well as having employees filling out the necessary employment forms i.e., W-2 forms, Comprehensive Health employment questionnaire, and enrollment in our health and life insurance program

• Responsible for reviewing employee performance evaluation, salary adjustments, promotions, transfers and terminations

• Assures that grievance procedures are implemented, maintained and followed in accordance with our established policies. Reviews complaints and makes oral/written reports to the Tribal Human Resources

• Monitors and assists Worker's Compensation claims between the employees and the insurance company

• Responsible for maintaining and up-dating all driver's license and car insurance on employees due to their driving responsibilities related to outreach health services and emergency care activities

• Provides counseling and supportive services to employees on personnel issues and acts as an intermediary between supervisor and staff as needed

• Performs administrative requirements such as writing correspondence, memorandums, completing necessary forms, monthly reports and quarterly reports, etc.

• Responsible for recommending promotions, reassignments, status changes and hiring of employees. Provides training, approves and/or disapproves leaves and conducts disciplinary actions of staff as well as job performance reviews and evaluations

• Performs others duties as assigned

EDUCATION/WORK EXPERIENCE/QUALIFICATIONS

• Bachelor of Science Degree in Business Administration or Human Resources Management

• A minimum of four years administrative work experience in program management

• Must maintain professionalism and display courteous demeanor to all employees

• Knowledge of the mission, organization, program requirements and policy of the overall health care delivery system of Comprehensive Health Services

• Knowledge of principles, practices, methods and techniques in the management of health care delivery systems to plan, organize, implement, evaluate and recommend changes in program and service operations

• Knowledge of Comprehensive Health Services and other appropriate federal requirements in the administrative area of budget, personnel and procurement to maintain accountability of program operations

• Skills in effective and diplomatic oral and written communications in dealing with various people and organizations

• Skill in evaluating and classifying employees according to their work experience and educational background in determining a salary

• Skill in conducting job performance reviews and evaluations of employees

• Skill in writing grants and proposals
