East Grand Forks man accused of spending thousands on stolen credit cards, led police on 120 mph chase

Kirk James Bartch, 51, appeared Thursday in Polk County District Court in two cases. In one case, he is charged with three felonies: first-degree burglary, second-degree burglary and financial transaction card fraud. In the second case, he is charged with five felonies: first-degree burglary, second-degree burglary, two counts of theft and fleeing an officer.
