CATAWBA INDIAN NATION, S.C. - A bid to create a new constitution for the Catawba Indian Nation has failed after not enough members of the tribe voted in a weekend election.
Catawba spokeswoman Elizabeth Harris told The Herald of Rock Hill (http://bit.ly/1Ms6aSi ) that the tribe must have at least 30 percent of its more than 2,000 eligible voters cast ballots for the election to count. Harris says turnout from Saturday's vote was about 100 votes short of that threshold.
