YOUTH INTERVENTION/ RE-ENTRY SPECIALIST

ABINOOJIIYAG NOOJIMOO WIGAMIG (RED LAKE REGIONAL CRIMINAL JUSTICE COMPLEX)

Primary Function:

Performs administrative and technical work in coordinating and administrating needs assessments and case planning for youth referred to the Red Lake Band of Chippewa Indians Juvenile Facility. Work in collaboration with Red Lake Band of Chippewa Indians partner agencies, schools, juvenile courts and other youth service providers in the delivery of services and in compliance with Tribal, federal, and state laws.

Responsible for supervision of Red Lake Band of Chippewa Indians youth under age 18 who have committed an offense and have been referred to the Red Lake Band of Chippewa Indians Abinoojiiyag Noojimoo Wigamig programs and/or services. Will guide/support juvenile offenders through the justice system by helping them and their families identify and obtain all needed services to promote health and wellness, and decrease further involvement in the juvenile justice system. Will adhere to all applicable laws, standards, practices and contract agreements consistent with the Red Lake Band of Chippewa Indians traditional culture and values.

Reports to the Juvenile Facility Director, full-time position w/benefits, salary; DOQ.

Essential Responsibilities & Duties:

• Serves as liaison between youth offenders, their families, the courts and other agencies within the Red Lake Band of Chippewa Indian's legal authority and municipality juvenile justice program

• Develops methods for handling youth offenders immediately after arrest, during detainment, and through probationary period

• Complete needs assessments of youth through interviews with the youth and family, and administering a detailed questionnaire

• Complete detailed written reports on needs assessments and case management activities

• Provide mediation and crisis intervention as needed

• Complete Tracking and Case Management functions & responsibilities for assigned youth

• Attend Tribal Court sessions as scheduled and provide the Court with progress reports for youth court ordered to the Red Lake Band of Chippewa Indians Juvenile Facility

• Provide information and referrals to other youth service organizations based on short screener results

• Work collaboratively with other Red Lake agency staff for the benefit of youth and families coming to the Juvenile Facility for assistance

• Travel to all reservation and off reservation site locations for the purpose of conducting needs assessments and case management plans of youth

• Communicates and coordinates all case management plans/services with the parents/caregiver of the detained youth to ensure family engagement

• Adheres to Red Lake Band of Chippewa Tribal Courts procedural guidelines established for juvenile court case managers

• Adheres to the goals and procedures of the Red Lake Band of Chippewa Indian juvenile justice programs; in reference to the type and frequency of the case management, contact with youth offenders, their families, school administrators, and counselors

• Develop intervention service plans for youth, verify school attendance and interact with youth/parents participating in this program

• Establish the guidelines and timelines for completion of probationary requirements

• Responsible for coordinating all counseling, case management, education, recreation, assessment, referral, ensuring safety and healthy lifestyles for youth

• Develop proactive strategies management for juvenile case management plans identifying the community and/or state services that will prevent juvenile offenders from committing more offenses and help them become responsible Red Lake Band of Chippewa Indian citizens

• Participates in community groups to promote public awareness and support for the functions of the Red Lake Juvenile Facility

• Testify at hearings or trials regarding court involved youth as needed

• Other duties as assigned

Qualifications:

• Bachelor Degree in Human Services, Sociology, Psychology, Criminal Justice or related field

• Prior experience in the youth service field required

• Knowledge of modern theories for delinquency and behavioral issues of youth

• Knowledge of tribal, federal and state laws governing the release of information concerning juveniles

• Skill in the safe and lawful operation of a motor vehicle

• Skill in interpersonal communications

• Ability to use standard office equipment, computer equipment and software, including word processing, data base management, spreadsheet applications and electronic mail

• Ability to quickly grasp and learn new concepts

• Ability to work independently and with limited supervision

• Ability to establish and maintain effective working relationships with employees, other agencies

• Knowledge of Red Lake Band of Chippewa Indians culture, traditions, and values

• Experience in working with American Indian youth and families

• Knowledge and experience with evidence based programs and or practice based evidence programs that are successful with American Indian youth

• Possess excellent working knowledge of programs such as Chemical Health, Family & Children Services and Mental Health, Corrections and Rehabilitation Program operation(s) for youth

• Possess the ability to establish and maintain effective working relationships with people of various economic, educational and cultural backgrounds

• Possess excellent written and oral communication skills

• Proof of valid Minnesota Driver's License

• Proof of current active Minnesota automobile insurance

• Must pass state and federal background investigation

• Employment contingent upon successfully passing Pre-Employment Drug/Alcohol Test
