JOB TITLE: School/Community Liaison

BUILDING: Red Lake Elementary Complex

REPORTS TO: Principal

TERMS: Per MSEA Master Agreement

Job Purpose: The Liaison will work with students that demonstrate special education needs and facilitate appropriate communication between school and home with parents and guardians to clarify and assist parents in their understanding of the special education process. The Liaison will assist students to develop and maintain daily school attendance and communicate with parents regarding student concerns and needs that may impact overall school successes. In addition,

The School/Community Liaison shall serve the education processes by:

1) Attending Child Study meetings to discuss student and family needs, understand the implemented interventions for students, and follow-up with parents to review intervention plans and provide information about the referral process, due process, and the individualized education program (IEP).

2) Communicating with parents regarding student progress and work with the parents to ensure their involvement.

3) Meeting with students about concerns, problems in school, and setting opportunities for academic and social successes.

4) Working with administration in the monitoring of student attendance, participation in school activities, academic success, and attendance and truancy concerns.

QUALIFCATIONS:

The School/Community Liaison shall:

1. Possess an Associate's degree or high school diploma.

2. Hold and maintain a valid driver's license.

3. Be community oriented preferably with experience in youth programs or school activities.

4. Demonstrate ability to work well with the community at large, to include parents, guardians, and students.

5. Have excellent integrity and demonstrate good moral character and initiative.

6. Exhibit a personality that demonstrates interpersonal skills to relate well with students, parents, staff, community and administrators.

7. Demonstrate the ability to communicate effectively both orally and in writing, using proper grammar and vocabulary.

8. Complete a background check.

JOB FUNCTIONS AND RESPONSIBILITIES:

Special Education Responsibilities:

1. Meet with school administrators and students to discuss learning needs and progress, behavior, and school attendance concerns.

2. Contact parents and guardians regarding success or concerns during the year.

3. Attend Child Study Team (CST) meetings to discuss concerns and needs interfering with academic or social progress of children.

4. Communicate with parents or guardians to determine success of identified or recommended interventions to practice or use at home as reinforcement of teaching and learning strategies.

5. Assist with parent understanding of special education assessments in regards to cultural background and/or perceptual issues regarding cultural sensitivity.

6. Facilitate parent/guardian involvement in CST meetings or special education meetings to insure parent attendance and participation by clarifying assessment results, assisting with goal development, helping parents/guardians to understanding placement and intervention options for their child.

7. Complete follow-up with parents/guardians and obtain signatures on Parent Consent and Procedural Safeguards Form, and review the Parental Rights Form to assure clarity and understanding.

8. Confer with students at onset of special education services to assist with any attendance, attitude, or behavioral issues.

9. Make on-going periodic contacts with parents/guardians and student to enhance communication, answer questions, and promote parent involvement in school and classroom activities.

10. Access extended school and community services to enable student to receive maximum benefit from his/her educational program.

11. Protect confidentiality of records and information gained as part of exercising professional duties and use discretion in sharing such information within legal parameters.

School Liaison:

1. Collaborate with the school's administration to monitor student participation in school, academic, and extracurricular activities.

2. Provide assistance to parents in developing the skills needed to function effectively in a working relationship between home, school and community.

3. Make visits to student's residence to develop healthy, positive family attitudes towards academic success, attendance at school, and student growth and development.

4. Assist in developing and maintaining home visitation record.

5. Attend CST meetings and present reports on home visits, student academic, family, and social concerns or information that may be helpful in the CST referral or special education processes that may be detrimental to the safety, welfare, or education of the student.

6. Submit written reports to administration regarding court or other legal actions involving students who are habitual offenders in the community and maintain appropriate records.

7. Protect confidentiality of records and information gained as part of exercising professional duties and use discretion in sharing such information within legal parameters.

8. Attend appropriate in-service, workshops, or conferences to further the effectiveness of the Liaison's work with students, parents, and community.

9. Perform any duties and responsibilities that are within the scope of employment as assigned by administration not otherwise prohibited by law or regulation.

10. Demonstrate ethical behavior in work with students, parents, school staff, and outside agencies associated with the school.
