Harvey was born to Harvey Roy Sr. and Fern Roy (Jackson) of Ponsford, MN. He attended Pine Point School and Littlefork High School where he graduated in 1967. After graduation, he attended Bemidji State University for a year, when unable to pay for school, he enlisted in the United States Marine Corps and served during the Vietnam War where he was honorably discharged. After qualifying for the GI Bill, he was able to go back to school and graduated from Bemidji State University (BSU) in 1976 with a Bachelor of Science degree in Business Administration with a minor in Political Science.

While at BSU, Harvey met his wife, Willa Beaulieu. When both finished school, they married in 1977 and made their residence in Cass Lake, MN, where Harvey served as a director at the Minnesota Chippewa Tribe. They had a son, Harvey Roy III in 1980.

After his divorce from Willa, Harvey worked for a time with the American Indian Movement (AIM) and the American Indian OIC in Minneapolis, Minnesota. He also served as Principal and Head Basketball Coach at Nay Ah Shing School in Onamia, Minnesota, for a time.

Harvey was an avid sports fan, especially of Native American teams and players that excelled. He was an excellent track, basketball and football athlete in high school, where he excelled. He also was an outstanding golfer and won a number of Indian golf tournaments over the years. Harvey kept up with politics and was very involved. He was especially proud of his time served with the United States Marine Corp in Vietnam and AIM. His other activities included serving on the American Legion Post 284.

Harvey is survived by his special friend, Diane Timmer, sons Corey Graves and Harvey Roy III, a daughter Jennifer Kingbird, his mother Fern Roy, numerous grandchildren, uncles, cousins, nieces and nephews. He is preceded in death by his ex-wife, Willa Beaulieu, brothers, Kenneth Roy and Gerald Roy, and his father, Harvey Roy Sr.

An overnight wake for Harvey will begin at 3:00 p.m., Monday, February 16, 2015 and continue until his 1:00 p.m. funeral service on Wednesday, February 18th all being held at the Pine Point School in Ponsford. Erma Vizenor will officiate. Those helping to lay Harvey to rest are Brandon Beaulieu, George White III, Leo Beaulieu, Robert Beaulieu Jr., Keith Roy, Gerald Johnson, Vincent White Sr. and Ken Roy. His honorary pallbearers will be all his family and friends. Military honors accorded by the Cass Lake American Legion. Interment will be in the Pine Point Cemetery at Ponsford, MN.
