FAMILY & CHILDREN SERVICES

PRIMARY FUNCTION:

To provide leadership and direction for the F&CS program staff and is responsible for program development, implementation and evaluation. Family & Children Services is a culturally based program providing child protection, crisis intervention, family preservation, foster care, reunification and victim of crime services to the Red Lake Reservation. Reports to the Executive Administrative Officer, full-time position w/benefits, Salary; DOQ.

ESSENTIAL RESPONSIBILITIES AND DUTIES:

Program Development

• Maintain communication with program participants and the community at large and develop and maintain base line data which can be used to identify trends in order to respond to community needs.

• Develop, implement and evaluate programs to meet these needs that fulfill the Tribal Council's and program's mission, goals and objectives.

• Coordinate external/internal systems for the evaluation of program effectiveness.

• Provide staff support and assist staff as needed in implementing programs.

Fiscal Management

• Prepare annual budget and monitor monthly expenditures and revenue status with input from Tribal Treasurer and Accounting Department.

• Coordinate all fundraising activities including writing and submitting proposals between Tribal Planning Department and Grants and Contracts Department in relation to FC&S.

• Maintain on-going communication with all public and private funders/contributors.

Personnel Management

• Implement the personnel policies and procedures of the Red Lake Tribal Council and F&CS, overseeing the interviewing and recommending of hiring of F&CS staff to the Tribal Council in conjunction with the Personnel Director, develop and maintain current job descriptions.

• Provide the direct supervision to middle management and overall supervision of front line staff.

• Provide on-going evaluation of staff needs, effectiveness, growth and development and provide staff development opportunities.

Tribal Council and Social Services Commission Relations

• Attend Tribal Council and Social Services Commission meetings as required and other committee meetings as needed or requested.

• Develop effective communication and working relationships with members of the Tribal Council and Social Services Commission.

• Prepare and submit reports to the Tribal Council and Social Services Commission as requested or required.

• Prepare and submit for approval proposals for policy changes, new programs and major administrative changes as requested or required.

ESSENTIAL RESPONSIBILITIES AND DUTIES: (cont)

Public Relations

• Coordinate all community, program outreach and public relations activities of the program.

• Represent the program and Tribal Council at appropriate community functions as required.

• Develop working relationships with community agencies, programs and institutions, such as Red Lake Nation Courts, Law Enforcement, Red Lake area Schools, etc.

Administration

• Develop and maintain administrative procedures, assisting as necessary in the effective implementation of these procedures.

• Plan, develop and coordinate with Tribal Council headquarters staff, activities pertaining to the physical facilities effectiveness in terms of expansion, maintenance and improvements including all services provided.

EDUCATION/WORK EXPERIENCE/QUALIFICATIONS:

• Master's Degree in social work, human services or related field.

• 3-years experience in management capacity, supervisory and fund raising experience.

• Maintain the highest level of confidentiality regarding clients and staff of F&CS.

• Knowledge of Tribal government, BIA and State guideline requirements.

• Excellent communication skills, including writing ability. Good organizational skills.

• Must be flexible in varied working situations.

• Must have a valid Minnesota Driver's License, auto insurance and car.

• Must pass a background check

• Must pass a pre- employment drug test
