ORGANIZATIONAL LOCATION:

Department of Health & Human Services (HHS), Indian Health Services (IHS), Northern Plains Bemidji Area, PHS Indian Health Hospital, Red Lake Service Unit, Red Lake, MN. This position reports to the Director of Nursing.

This position is located at the Red Lake Hospital, Red Lake, Minnesota. The bed capacities range from 19. Inpatient services provided include medical, post-surgical, obstetrical, newborn and pediatric. Emergencies are treated on a 24-hour basis and there are regularly scheduled clinics in the outpatient unit. The outpatient load varies between 1750 to 2800 visits per month.

DUTIES:

The purpose of this position is to (1) provide direction and leadership for Nursing Staff and (2) Planning, participating and arranging for delivery of Hospital Services, in order to maintain continuity of comprehensive patient care during day, evening and/or night tour of duty.

•Ensure the provision of safe individualized, and age-appropriate delivery of patient care, treatment or services. This function is ongoing in the Outpatient, Emergency Room, and Inpatient areas.

•Assess patient conditions, observes the quality of nursing care provided and assists in solving patient care problems. Monitors and reports on the status and progress of work.

•Reviews and evaluates levels of work performance for conformance with protocols and standards of patient care.

•Participates in continuing education programs, patient conferences and staff meetings.

•Assist to ensure that the service unit strategic plans, mission, vision, and values are communicated to the nursing staff and are integrated into the Nursing Department's strategies, goals, objectives, and work plans.

•Communicates to the team assignments, projects, problems to be solved, actionable events, and milestones for the service unit strategic plan and Customer Service program. Recommends changes in nursing methods and procedures to improve patient care.

•Initiates with the medical officer the emergency plan, i.e., disaster, fire, bomb threat and tornado plans.

QUALIFICATIONS REQUIRED:

BASIC REQUIREMENTS

Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. (One year of nursing experience as a military corpsman that has been accepted by a State licensing body may be accepted in lieu of education at the GS-4 level.)

Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.

GS-11: Completion of all requirements for a doctoral degree (Ph.D. or equivalent) or three full years of progressively higher level graduate education OR one year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-9 grade level or equivalent.

MINIMUM QUALIFICATIONS:

Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following types of tasks:

GS-11 SPECIALIZED EXPERIENCE DEFINED: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Provides guidance and leadership to nursing staff and other personnel. Coaches the nursing staff to select methods and techniques, provide advice on work methods, practices and procedures, and assists the team and/or individual members to find solutions in the outpatient, emergency room and inpatient areas. Experience with evaluating nursing care by reviewing nursing assignments, nursing care plans.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
