    The Twin Cities will get an early taste of winter weather on Thursday and Friday with highs in the 20s, according to the National Weather Service. After a dusting of light snow Wednesday night, St. Paul and Minneapolis can expect a brisk northwest wind of 10 to 15 miles per hour to make Thursday’s unseasonably cold weather even more biting, said Lisa Schmit, a meteorologist with the NWS in Chanhassen.     Arthur "Butch" Blazer is back home and will be embarking in January on what may be the most challenging assignment of his life as the president of the Mescalero Apache Tribe. In the tribe's general election Tuesday, Blazer, the former deputy under secretary for natural resources and environment with the U.S. Department of Agriculture, received 669 votes to 569 for former president Mark Chino.
