    While Jasmine Block mingled with the large number of community members that gathered to welcome her home on Friday evening, her full attention was on one creature the entire time: her new 8-week-old labradoodle puppy, Rocky, who was gathered into a bundle in the 15-year-old’s arms. Jasmine, who escaped on Tuesday after being abducted Aug. 8, was given the dog by a donor.     Allergan has found an unusual way to shield one of its blockbuster drugs from generic competition. The drug giant, which is defending its intellectual property on multiple fronts, said it would transfer the rights to Restasis to the Saint Regis Mohawk Tribe, in a move designed to quash challenges filed at the US patent office by rival drug manufacturers.     The Department of the Interior is attempting to reform the lengthy environmental review process, an initiative that could benefit Indian Country. An August 31 order issued by Deputy Secretary David Bernhardt requires agencies at Interior to limit environmental impact statements to 150 pages, or 300 pages for "unusually complex projects."     The Nooksack Tribe has reached an agreement with the Trump administration that could resolve a long-running governance crisis on the reservation. An August 28 memorandum of agreement calls on the tribe to hold a new election to fill four seats on the council.
