    SAINT PAUL – Today, the Minnesota Department of Commerce, under the direction of the Minnesota Public Utilities Commission (PUC), released the final environmental impact statement (FEIS) for Enbridge's proposed Line 3 pipeline project that was submitted to the PUC.     The final environmental impact statement for Enbridge's Line 3 oil pipeline replacement project says it is not possible to determine whether the Canadian company's proposed route would be the best option for American Indians in northern Minnesota.     Minnesota's minimum-wage rates will be adjusted for inflation beginning Jan. 1, 2018, to $9.65 an hour for large employers and $7.87 an hour for other state minimum wages.
