    BEMIDJI -- Police Chief Mike Mastin has been fighting the Bemidji’s reputation as a high-crime area for years, and a recent report from the Minnesota Department of Public Safety could help him make his case. In 2013, Bemidji had the highest crime rate for a city in Minnesota, and in 2014 the second-highest. But new data from the Minnesota Bureau of Criminal Apprehension now places the city at No. 5, with an 8 percent decrease in the overall crime rate.     FARGO, N.D. — A Minnesota man who walked away from a Fargo halfway house has pleaded guilty in federal court. Chad Sumner is charged with escape. Authorities say he was serving the last few months of a three-year sentence for child endangerment when he fled from Centre, Inc. on Jan 16. He was scheduled to be released from custody on March 2.     A rapidly deteriorating conflict between Mille Lacs County and the Mille Lacs Band of Ojibwe is complicating enforcement of the law on the reservation. Land that makes up the northern portion of the county overlaps with land that makes up the reservation. Thus, the Mille Lacs County Sheriff's Office and the Mille Lacs Band of Ojibwe Tribal Police had a cooperative agreement governing the relationship between the two law enforcement agencies.     BEMIDJI -- A Bemidji man charged with kidnapping a 5-year-old girl will not be granted furlough, a Ninth Judicial District judge decided Thursday. Jacob William Kinn, 32, requested last week to be released from the Beltrami County Jail for six hours in order to visit his sick mother.
