FARGO, N.D. — A Minnesota man who walked away from a Fargo halfway house has pleaded guilty in federal court. Chad Sumner is charged with escape. Authorities say he was serving the last few months of a three-year sentence for child endangerment when he fled from Centre, Inc. on Jan 16. He was scheduled to be released from custody on March 2. A rapidly deteriorating conflict between Mille Lacs County and the Mille Lacs Band of Ojibwe is complicating enforcement of the law on the reservation. Land that makes up the northern portion of the county overlaps with land that makes up the reservation. BEMIDJI -- A Bemidji man charged with kidnapping a 5-year-old girl will not be granted furlough, a Ninth Judicial District judge decided Thursday. Jacob William Kinn, 32, requested last week to be released from the Beltrami County Jail for six hours in order to visit his sick mother. SALEM — An initiative to dedicate more state funding to high school dropout prevention and career and technical education has qualified for the November ballot, according to the Secretary of State’s Office.
