    Developers want to build a seven-story apartment building on a wedge-shaped lot in northeast Minneapolis, a hot spot for apartment construction.     An SUV being pursued by the State Patrol plowed into a Minneapolis playground Monday morning and hit three young siblings, severely injuring two of them.
